"Many such groups were excluded from consideration for the first design contract because of their relative lack of experience working on big projects in New York. For instance, the firms were required to have 10 years of urban planning experience and to have worked on at least three $100 million projects.Officials involved in the rebuilding effort...noted that the criticism of the first site plans had apparently persuaded several city and state officials to overhaul the design effort to win public support for the process and the plans for the site."
