With approximately $300 billion dollars of state pension funds under hiswatch, State Treasurer Phil Angelides has a significant responsibility forthe financial future of the state. Yet, beyond his charge to manage thesefunds, Angelides has seized the opportunity to use the investment pool toinvest in California?s urban communities, simultaneously earning returns andsparking development. In addition, low interest rates and aginginfrastructure have created a demand for substanitally increasing thestate?s bonded indebtedness.
