"The city has been trying for results since City Hall and its surrounding plaza were completed in 1968. The plaza was the product of city planners who demanded that the hurly-burly of Scollay Square be razed and replaced with the neatest and cleanest solution: a field of red bricks.Mayors quickly began concocting schemes to redo it."
