Despite opposition by lawmakers and environmental groups, power officials asked federal regulators to activate a new transmission line running under Long Island Sound.
"Long Island has experienced an unexpected 21 percent growth in electricity use this summer. The cable, which can carry 330 megawatts of power, was completed this year. But its use was stalled when Connecticut lawmakers objected and the owner of the cable, TransÉnergie, a subsidiary of Hydro-Québec, decided to delay turning it on over concerns about shellfish and other sea life Mr. Kessel said the cable could be used to help utilities in Connecticut and New York City, as well as on Long Island."
