Raleigh Requires Developer-Citizen Talks Before Rezoning

Raleigh is reviewing the first batch of reports for conditional-use rezonings in which the developer must report on meetings with neighbors.

"City officials will review the reports today to see whether they all satisfy the new ordinance, which the City Council approved in April and which kicked in for the first time for the 13 rezoning requests scheduled for public hearings Sept. 17 and 19.The new rules cover conditional-use rezonings, the most common kind, in which developers agree to conditions such as limiting building height or preserving trees. Developers must meet with neighbors at least six months before a public hearing and send a report about the meeting to the city and to property owners at least four weeks before the hearing."
