In a move virtually unheard of in the United States until two years ago, when Portland, Ore., drew national attention with its ban on so-called "snout houses," Sacramento planners have proposed sharply limiting the number of new houses that can be built with protruding garages. Sacramento city planners had proposed doing away with snout houses altogether, but the local building industry successfully argued that a few garages sticking out here and there add visual interest.
