"Tolls have limited success and should be limited to only those systems where they do succeed. An analysis on tolls by the Washington State Department of Transportation concluded that tolls are only feasible on transportation systems where there are no convenient or reasonable non-tolled alternatives.According to this analysis' bottom line, tolls would only have success on transportation systems such as bridges. "
