"Testing and refining new traffic control strategies in a controlled environment is crucial to the development of effective traffic management systems. However, researchers have been hampered by the fact that existing computer simulation applications could not emulate the latest generation of advanced traffic signal controllers. A new report, Development of Signal Operations Research Laboratory for Testing and Development of Advanced Control Strategies, details the construction of a personal-computer based simulation system that can integrate with a state-of-the-art signal controller."
