The key feature of the plan is the development of an off-site parking facility at Manchester Square and an extensive people mover system to the terminals. The cost of the improvements will come on the backs of the airlines, which are on shaky financial ground with passenger traffic down since 9/11. The plan aims to balance security enhancements and community concerns with the airport's ability to satisfactorily handle the future demands of the aviation industry.
