"Standing on the swath of prime agricultural land that they hope to preserve, the mayors of Woodland and Davis, and the chairman of the Yolo County Board of Supervisors, signed an agreement that seeks to bar 11,600 acres of farmland between Woodland and Davis from being annexed into either city.The move, which is not legally binding, is viewed as critical to preserving the distinct identities of the two cities and avoiding the urban sprawl that has plagued many communities throughout the state."
