"When given the choice, local voters in California select different growth management tools than elected officials do, according to the latest report on "ballot-box zoning" from Solimar Research Group. The new study, "Tools And Patterns of Growth Management Ballot Measures in California, 1986-2000," by Mai Nguyen and myself, is available in PDF at www.solimar.org. It reports on a detailed statistical analysis of 600 growth management measures that appeared on local ballots throughout California from 1986 through 2000 as compiled by California Planning & Development Report."
