The size and style of commercial signs are creating a battle between business owners and city officials.

"Mesa Vice Mayor Dennis Kavanaugh, an attorney, said commercial free speech does not enjoy the same First Amendment protection as individual free speech.... Kavanaugh said the community's right to regulate against clutter and blight has to be weighed against a business' right to advertise. Mesa has the Valley's least-restrictive regulation of window advertising, he said."
