Two years of work by the city to move the location of the Right 2 Dream Too homeless encampment, including the purchase of land for a new location, has stalled in the final hour.

According to an article by Andrew Theen, the Right 2 Dream Too (R2D2) homeless camp in Portland "will mark its fourth anniversary at the base of the Chinatown gate, despite more than two years of city efforts to find it a new home."

Last Planetizen heard of the future plans for R2D2, the city had funded the purchase an eastside property at Southeast Third Avenue and Harrison Street from the Oregon Department of Transportation for the new location of the camp. Since then, the city "also paid for an environmental and air quality analysis of the property" due to its proximity to industrial land uses. Still waiting to be finished: "zoning plans that would allow the camp or a shelter with small modular buildings," a public hearing, and a site plan. "As of Friday [September 25], no hearing appears on the council's long-range calendar," reports Theen.

All in all, a move expected to take place by the end of the summer has been pushed back indefinitely—perhaps until 2016.
