"The local HBA and its state parent, the Pennsylvania Builders Association, are calling for an end to public funding of farmland preservation, putting time limits on conservation easements and restricting municipalities to transferring development rights instead of retiring them.These and other changes implied in the memo would effectively end land preservation, according to municipal, nonprofit and county officials."
