"[Inclusionary Zoning] rules force developers to sell a percentage usually 10% to 20% of dwellings in a new development to moderate-income families. The units are supposed to be affordable to families with incomes that are 40% to 50% below the area's median income... In order to obtain a competitive return, developers must charge higher prices for the unsubsidized housing in the development.
