"At this point with so much talent and so many visions swirling around Ground Zero, I doubt if any one plan can survive the convoluted process needed for approval, and that possibly the only solution is a slow, incremental regeneration of the 16 acres and beyond, with a few new ground rules. Specifically, such a regeneration would involve dedicating the footprints of the towers as hallowed ground, for a memorial, rebuilding the area's infrastructure, the services and the streets, perhaps realigning a few as focused promenade, and then let New York be New York."
