According to a report by the University of Toledo, cities in Lucas County, Ohio, unknowingly contributed to sprawl.
"Residents of Toledo and the other cities and villages in Lucas County inadvertently have fueled urban sprawl while spending up to $14 million a year to subsidize life in the county's townships, according to a report being released today.
