"Residents of Toledo and the other cities and villages in Lucas County inadvertently have fueled urban sprawl while spending up to $14 million a year to subsidize life in the county's townships, according to a report being released today. The report, conducted by researchers with Toledo City Council and the Urban Affairs Center at the University of Toledo, says an unbalanced tax system favors the townships, contributing to the flight of families and businesses from cities..."
