"Light rail supporters called the news an important vote of confidence in the Norfolk starter line and in their ultimate goal: a regional rail system linking Peninsula and Southside communities. They say the federal approval of light rail gives Hampton Roads residents another reason to vote yes on Nov. 5 to a sales-tax increase that would raise money for highway and mass-transit projects."
