Planners Warn Against Delaying Downtown Decisions

"Diverted by the race for governor, interagency rivalries and a bit too much wishful thinking, the planning process in Lower Manhattan must begin showing results soon if it is to counter the very real threat that downtown could lose the financial-service industry, its economic backbone.This was the collective warning delivered Tuesday night — in bits and pieces and in slightly more politic language — by a half-dozen chairmen and chairwomen of the New York City Planning Commission, past and present, whose experience goes back to the days before the World Trade Center was built."
