As Jane Armstrong reports, the rally in the Valley may foreshadow fights to come in many supersized Canadian cities, including Toronto and Montreal. How large can a city get and still survive?.. In California, Valley secessionists say their movement was spawned by a grassroots desire for a more hands-on municipal government. Those complaints resonate in Toronto.
