"...the historic neighborhood on the southern edge of the downtown, which in recent years had been overrun by crime and drugs, is coming back to life as a neo-traditional mix of old and new... From a process point of view, the city has learned a great deal about infill development, which puts idle land in urban pockets to productive use. Established zoning laws and rules governing city services had to be changed to make way for Southside. Planners created a new zoning category -- the Traditional Neighborhood District -- that would allow for mixed uses on the same tract."
