Thereport is particularly critical of the city's dwindling open space andlackof affordable housing options. City officials are currently preparing aplan for future growth and development. In February, city plannersproposed a move to annex 4,000 acres of farmland. The report instead suggestsdeveloping infill housing projects and investing in the city's downtown.
