"City planners correct what they described as an 'embarrassing' zoning loophole that could allow estate-style subdivisions on several prime horse farms. After reluctantly approving 10-acre subdivision lots for one farm in a 5-4 vote, the Urban County Planning Commission voted unanimously to begin rezoning about 1,100 acres that planners had mistakenly thought were protected by the county's 40-acre minimum lot size."
