The daily assault course facing motorists in Britain's big cities appears to be getting tougher by the week.In London, the £5 congestion charge due to begin in February is guaranteed to exacerbate drivers' migraines. With car ownership rising every year, the nation will focus on Ken Livingstone's grand experiment."
