The question of whether the city of San Antonio should annex some or all of five potential areas is overwhelming the political debate about the city's recently released draft comprehensive plan.

Iris Dimmick reports on the political realities of the recently released SA Tomorrow plan draft, which uses "a massively unwieldy 900-plus pages," in three sections: Sustainability, Multimodal Transportation and Comprehensive plans.
Dimmick's headlining angle is the question of whether the city should annex five proposed annex areas, finding no clear answer in the draft of the SA Tomorrow draft. Both the city, with the help of contractor The PFM Group [pdf], and the advocacy group Tech Bloc, with the help of contractor HR&A Advisors [pdf], have completed annexation studies already this year.
Earlier this year, the annexation plan weighed heavily in reporting by Josh Baugh on the resignation of San Antonio Planning Director John Dugan.
Dimmick describes SA Tomorrow as "the signature initiative" of San Antonio Mayor Ivy Taylor, and the full council is expected to consider the plan by August of this year.
