With Center City filling up, planners look to neighborhoods ringing downtown.

"One of Philadelphia's big success stories over the last decade has been the growth of Center City. While the city as a whole was hemorrhaging population and jobs, more people, shops and restaurants were crowding into the city's core." To keep the momentum going, planners are looking to neighborhoods surrounding downtown. There's just one problem -- many of the neighborhoods are difficult to get to because of highways.
