An organization representing Canadian cities is asking for $12.7 billion to respond to rising housing costs.

"The Federation of Canadian Municipalities (FCM), representing 90 percent of Canada’s municipal population, is calling for $12.7 billion over eight years to protect existing affordable housing, prevent homelessness, build new units and provide portable rental assistance to those who can’t find affordable housing," according to an article by Oscar Perry Abello.
Abello is following an initial report by the Canadian Press, which describes the housing shortage in Canada as a crisis.
Abello also digs into an earlier report from the FCM [pdf] that documents the process by which the Canadian federal government's support for affordable housing construction has vanished.
