Even in this climate of tight budgets –- in fact, maybe, in part because of it –- municipal officials in central cities and suburbs alike are seeking ways to make their communities more appealing.Judy Corbett is the founder and executive director of the Local Government Commission based in Sacramento, California. She has dedicated her career to building and discovering models of sustainable development that can influence change in cities.Victor Dover is principal with Dover Kohl & Partners Town Planning, in South Miami, Florida.
