The controversy over the project has been on Planetizen's radar since June 2014, and most recently again in January 2016. The whole saga actually stretches back to May 2013, as Wilonsky explains in the article. This time, however, Wilonsky reports that a Dallas County judge might have scuttled the plans, "created quite a mess for Dallas City Hall."
Judge Michael O'Neill's ruling voided an ordinance that created the planned development district that included big box retail on the site. According to the judge, the city didn't properly notify property owners near the proposed Sam's Club that they were going to be living in the shadow of a 100,000-square foot retailer.
Without that ordinance, the plan is in jeopardy, though a Trammel Crow representative is quoted in the article promising that the company is considering its options.
