"Don't these park officials understand that Independence National Historical Park isn't Yellowstone, but a collection of buildings on a diverse urban street where people still live, work and shop? Cities like Philadelphia were risky, unpredictable places long before 9/11. That much remains the same...National Historical Park officials embraced an unusually heavy-handed strategy without making a case that it is effective."
