In a city that prides itself on toughing out cold, snowy winters, a bad delay from a few inches of snow is cause for anger and confusion.

According to Metro Transit, Minneapolis' transit service, the timing of a two-inch snow fall was to blame for service issues in January. Because the snow showers came close to the morning rush, there was a lot of demand for the slowed down buses. "By 9:30 a.m., roughly two-thirds of all buses on their routes were running late. The average steadily and relentlessly grew longer, topping out at an almost unheard-of 24 minutes before shrinking again throughout the morning," Paul Walsh writes for the Star Tribune.
