Shutting Chestnut Street has done virtually nothing to protect Independence Hall from a terrorist bombing, but has inflicted serious harm to tourism and commerce in Old City, a new report has concluded.The detailed 23-page analysis, commissioned by a coalition opposed to the street closing, drew upon advice from explosives experts and the former head of the FBI's Philadelphia Joint Terrorism Task Force.
