"If all goes well, one of these plans will be chosen at the end of the month. The enormous question now is feasibility. Is New York City ready, after the trauma of Sept. 11, to build the world's tallest building in Lower Manhattan, as both Think and Mr. Libeskind suggest?...No matter how inspiring these plans are on the drawing board, they will now have to be measured carefully against the needs of Lower Manhattan and the financial straits of the city and state before one design is chosen...Some of the chief players downtown have assured people privately that whatever plan won would never get built, and that whatever does get built will be the practical work of a private developer, not the dream of a brilliant architect."
