Fighting sprawl is sliding down most governors' agendas this year as states battle huge financial problems. But experts say it doesn't mean that states are scaling back efforts to control growth... Most governors are focusing on spending cuts in health care, education and other key programs, but advocates of "smart growth" say governors have not abandoned it."
