SPUR has a created a toolbox of resources and ideas for how to figure out what transit users want, because not all transit users are the same.

"The preferences of public transit riders — and potential riders — are often not well understood nor are they addressed methodically," according to an article by Arielle Fleisher and Ratna Amin.
"For many, understanding transit riders as an array of different customers with different needs is an entirely new way of approaching transit planning," according to the article.
To improve that state of affairs, Fleisher and Amin have created a list of six tools that provide better results in research and design. The tools are explained in detail under the six following categories:
- Customer Journey Maps
- Listening Sessions
- Co-Design
- Designing Transit for Women
- Cohesive Design Narratives
- Customized Transit Maps
