"The Green Line was never intended to be permanent, but rather a temporary dam to force the city's northern half to fill up before thousands of new acres could be flooded with development... The anxiety surrounding the vote owes to well-founded skepticism that neither this council, nor succeeding ones, will have the fortitude to impose strict regulations on the developers and property owners. If that fear is realized, there will not be enough fingers to plug the dike, and a small trickle will turn into a flood of development."
