"One of the challenges of smart growth is finding common ground for developers, environmentalists, public officials, private citizens and financiers. Some agreement can be found on environmentally sound growth through a number of strategies, including investing in existing infrastructure and removing barriers to infill housing.Because of foot dragging by public officials in some urban areas, however, building and zoning codes are out of date and fail to promote more productive land use in existing communities."
