Policies in the 2040 Transportation Policy Plan (TPP), a component of the Thrive MSP 2040 regional plan, address the connections between transit and land use by 1) determining the density of future residential development and 2) planning for activity that generates ridership, such as employment, schools, retail, and recreational uses.
