"New Jersey Gov. James McGreevey is taking aim at sprawl in the Garden State by recharging the power cells of the state's slow-growth advocates... The governor in his 2003 state-of-the-state address announced plans to hike development impact fees, give local jurisdictions the legal weight of the state's Attorney General in their efforts to fight future development, and devise a statewide zoning map that could pit areas that will be allotted development tax dollars against areas that that will not get tax money for new construction."
