Daniel Patrick Moynihan was all but unique among the nation's most prominent elected officials in having a vision of the built environment. That is less an elegiac sentiment than a reflection of the fairly low political stature of urban planning, a necessarily long-range endeavor that suffers in a system churned by election cycles and driven by popularity polls.
