Is the consevation subdivision concept being misuesd to promote projects that cause urban sprawl?

"The conservation subdivision concept protects property rights by allowing landowners to build, supporters say. And it helps protect the environment by setting aside open space... But some environmentalists and County Commissioner Bob Rackleff say the term is being misused to promote projects that would cause urban sprawl... Leon County's development code allows conservation subdivisions, but only in areas zoned for 'urban fringe.'"
