"Tough new state policies intended to curb sprawling development have done something past governors failed to accomplish -- unite county politicians from North and South Jersey...So far, the united front has focused on a tri-colored statewide map designed by the Department of Environmental Protection and intended to draw the line on sprawl. The DEP has pledged to speed permit approvals in areas marked in green, closely examine those in yellow and oppose most of those in red."
