TARTA, like many transit services around the United States, has lost riders. Officials hope a new downtown hub can stem that tide, even as the transit authority cuts service.

The Toledo Area Regional Transit Authority voted to cut service 6%, after approving a plan to buy a downtown building that will become a hub for the system. The aim of the move was cost-savings. "James Gee, the transit authority’s general manager, said afterward the agency’s second service cut this year is prompted in part by a driver shortage and an accompanying need to rein in overtime expenses," David Patch writes for the Toledo Blade.
About the vacant building which will become TARTA's new transit hub, Patch writes, "Mr. Gee said the proposed hub will offer amenities that none of the loop stations provide, including restrooms, a snack bar, and token and pass sales, along with giving riders a sheltered area where they can wait for buses."
