" 'We're hoping the SBA [Small Business Administration] will play a role in promoting smart growth and not contribute to uncontrolled, chaotic growth,' [said Friends of the Earth executive director Norman Dean.] According to the lawsuit, reports Boston Business Journal Washington Bureau Chief Kent Hoover, most of the questioned SBA loans helped projects 'well away from the center of D.C.,' contributing to low-density, car-dependent development that fuels farmland and wildlife habitat loss, air and water pollution and traffic congestion."
