Albuquerque's City Hall no longer controls development around the edges of the city.

"Gov. Bill Richardson on Thursday signed two measures that give Bernalillo County more say in development decisions and takes Albuquerque out of extraterritorial planning, zoning and annexation. Municipalities under 500 in population will have more say on such matters than the 500,000 sized Duke City."
