For a net gain of 471 parking spots on city property now containing 574 spaces, along with some city office space and a public promenade, the city would give up the land for 200 years, at no cost to the developer. The developer would be allowed to build one of the largest developments on the beach, and, in a new feature of the deal, the city would write the developer a check for $3 million.
