The Mayor has instructed city departments to study the infrastructure needed to support the development, including an electrical substation, new road systems, and a streetcar line. The potential payoff: 20,000 high paying jobs and tax dollars for the struggling city... oh, and the chance to attract development back into the city and reduce sprawl.
