People are crafty - they will find creative solutions to get around problems. Case in point, you combine traffic in one of the most congested metropolitan areas in the US combined with underutilized HOV lanes, sprinkle in some resourcefulness of people willing to get in the cars of strangers, and voila - a solution. These ridesharers or 'sluggers' at the article calls them, are an example of one market type of solution to solving the commuting nightmare that is Washington DC.
