Harvey's Effects Still Apparent in Houston's Capital Spending

It's hard to measure exactly how much, but Hurricane Harvey has significantly pushed the city of Houston's capital spending program toward recovery efforts.

The city of Houston's five-year Capital Improvement Plan, still pending adoption, allocates $91 million from the general Fund for Harvey recovery spending. "There is another $130 million budgeted in the portions of the plan that are supported by water bills or airport fees," reports Morris.

The announcement of the proposed Capital Improvement Plan [pdf] follows shortly after Houston announced an action plan for spending $1.15 billion in federal recovery assistance.

Morris's coverage of the Capital Improvement Plan includes more details about specific projects as well as information about how the local spending will match with federal support from the Federal Emergency Management Agency.
