Water Cops

Los Angeles' Department of Water and Power's enforcement officers have received mixed reviews, but have found overall success with tighter water-use restrictions implemented this year.

Something about the new enforcement policies is working: water use is down 11% over last year at this time.

"The water restrictions are prompting some property owners and garden clubs to ditch water-guzzling lawns for drought-resistant plant beds, mulch, cobblestone and rocks. Artificial-grass vendors, backed by a city rebate program, have also seen an uptick in business since water mandates took effect."
